Announcement of “three rates” of seven ores (Cu, Pb, Zn and rare earth etc.) by MLR

Recently, in order to enhance supervision and management of reasonable development and utilization of mineral resources e.g. iron, copper, lead, zinc, rare earth, sylvite and fluorite etc., and promote mining enterprises to save and make comprehensive use of mineral resources, MLR has announced the Minimum Standard for “Three Rates” in Reasonable Development and Utilization of Mineral Resources including Fe, Cu, Pb, Zn, Rare Earth, Sylvite and Fluorite etc. (trial).

Mining recovery rate, dressing recovery rate and comprehensive utilization rate are key indicators to evaluate conservation and comprehensive utilization of mineral resources. At this time, MLR announced requirements on mining recovery, dressing recovery and comprehensive utilization rate of seven ores (iron, copper, lead, zinc, rare earth, sylvite and fluorite etc.) under different conditions, according to which, mining recovery of large open-pit iron mines should be at least 95%.

Mining recovery of medium-small open-pit mines should be at least 90%, that of underground iron mines is determined at six grades from 75% to 83%, and that of large and medium-small open-pit copper mines should respectively be at least 95% and 92%. As for underground mines, mining recovery is defined in 9 grades from 75% to 92% according to thickness of ore body and grade of copper; that of large open-pit lead-zinc mines and medium-small ones should be respectively at least 95% and 92%, and according to thickness of ore body and grade of different types of lead-zinc, mining recovery is finally defined in 27 grades; as for rare earth, divided into rock type and ion type, mining recovery of ion rare earth developed through dump leaching should be at least 87% (leach phase) or 70% (whole phase), and that of ion rare earth developed through in-situ leach should be at least 84% (leach phase) and 67% (whole phase); mining recovery of solid sylvine should be at least 61% and that of chloride brine salt lake sylvine be at least 70%; and as for fluorite, the mining recovery in open-pit mining and underground mining should respectively be at least 80% and 73% in 2 grades.

The announcement also includes detailed regulation on mining recovery and comprehensive utilization of 7 ores e.g. iron, copper, lead, zinc, rare earth, sylvite and fluorite etc.
